Abstract

The Blue Ocean strategy was developed by W.C. Kim and R. Mauborgne and it is relatively new and only introduced in 2004, where it recommends looking at the market boundaries
differently and formulating product or service to customers from different segments. Organizations such libraries should raise the standard of activities higher than common standard and offer customers higher value than competitor. In other word, libraries are crucial to deliver value at low cost and simultaneously need to reduce and eliminate other insignificant activities. This paper will focus at the several tools and model of Blue Ocean strategy which are ‘the Eliminate-Reduce-Raise-Create Grid’ model because the main key of ideas is fall under the ‘Create Grid’ where the innovative value took place as well to ‘create’ unique value for customers. Thus, the applications of this model into Universiti Sains Malaysia (USM) library are vital in prevailing a successful customer service, best quality and provide satisfying products. Blue Ocean strategy as well is the most appropriate strategies for libraries whose services are in mature, usual, decline phase of the service life cycle and decreasing customer loyalty.
