Presentation on green technology financing by Malaysia Green Technology and Climate Change Centre. In: Asia-Pasific Economic Cooperation: 15th Policy Partnership on Science, Technology and Innovation Meeting, 13-14 February 2020, Putrajaya, Malaysia. (Submitted) (2020)
Abstract
The context discusses green technology financing in Malaysia. It provides data on the Green Technology Financing Scheme (GTFS) performance from 2010-2017, which approved RM3.6 billion in financing for 319 projects through 28 financial institutions. 92% of projects funded SMEs. Energy, buildings, transport, and waste/water sectors received funds. GTFS 2.0 aims to promote easier access to lower-cost green financing for producers, users and ESCOs. It provides a 60% loan guarantee and 2% interest subsidy. Challenges to green investments include lack of capacity/risk perception among lenders, knowledge gaps, and scarce dedicated green facilities. The role of policy support through incentives, regulations and capacity building is highlighted. Overcoming financing gaps requires alternative sources and de-risking tools like green bonds/sukuk.
