This paper is to develop a heritage trail to enhance the identity of Kota Bharu as a part of a Malay heritage. For this research Delphi method is used to gain consensus through series of rounds of questionnaire surveys, where information and results are fed back to panel members between each round. There are five groups that have been identified to help and enhance the Kota Bharu heritage trail. They shared their ideas and opinions to create a Kota Bharu heritage trail. The selected group participants are knowledgeable on the topic being studied. Among the members are staff Museum, Hotel Riverview owner and restaurant owners. Based on the decision made by the panellists and observations on site, a Kota Bharu heritage trail is proposed. Although there is countless interesting places within the study area, the selected destination were chosen based on the stated criteria and characteristics within the limitations of the study.
