Abstract
Islam has outlined several basic political guidelines which some of them are about al-Qudrah (capabilities) in preventing malicious or sinful act. In the opinion of Ibn Khaldun, the meaning of al-Qudrah particularly if the malicious act is done by the ruler; is having the features of al-Asabiyyah al-Ghalibah (Influential Race). Especially, if the malicious act occurs in the country that is formed by multiraces. This research views al-Qudrah concept in the hadith perspective, in political reformation as a form of prevention to malicious act. Malays represent 90% of the total Muslims population in Malaysia that consist of multiracial citizen. Thorough observation is made to hadith which become the center of al-Qudrah requirement, formulating the opinion of Ibn Khaldun towards its meaning and referring to the contemporary writings about said scholar on method of interaction with the hadith to gain the exact inference used. The research showed that the hadith has clearly stated the role of Al Qudrah in preventing malicious act. While Ibn Khaldun interpretation about Al Qudrah is based on the hadith and concept of sunatullah. Malays has both of the characteristics of al-Asabiyyah al-Ghalibah which are recognition from other races dan the capability to ensure stability. Their strength will naturally strengthen the position of Islam in this country and vice versa.
